It's quite interesting to note that the ACE program being launched by the state is phasing in full risk. Those of us that thought capitation was dead were apparently wrong. And yes, I realize that state of Illinois probably doesn't call this third phase capitation, as the term is truly out of favor. But if it quacks like a duck...
