Dive Brief:
- A group of Republican senators have proposed new legislation that would repeal and replace PPACA.
- The Patient Choice, Affordability, Responsibility and Empowerment (CARE) Act would undo many of the key PPACA provisions, including both the individual mandate and insurance companies' ability to charge older, sick people more than three times what they charge younger, healthier people.
- The bill would also change PPACA's state Medicaid expansion plan to a more flexible option which would give states the ability to reform state health insurance plans for the poor.

As expected, the bill has met with strong disapproval from the left. After all, it doesn't so much replace PPACA as gut it and toss it to the curb. Nonetheless, the filing of this bill should come as no surprise. The bill's opponents have attempted to repeal or replace PPACA since it was passed. We see no reason why they won't continue to do so.
