Dive Brief:
- Most large medical groups responded positively to CMS' Stage 3 final ruling on Meaningful Use citing flexibility for meeting the program requirements and support for the 90-day reporting period for 2015. In addition, most supported the January 1, 2018, starting date to meet Stage 3 objectives and measures.
- The American Hospital Association (AHA) said the ruling was "mixed bag" in it allowed for the 90-day reporting period with other flexibilities, but it is disappointing it includes "too many new and more challenging requirements." The group urged HHS to delay implementation of Stage 3.
- The American Medical Association (AMA) said it was still reviewing the MU regulations, but was pleased CMS listened to their concerns about the rules. However, the group said Stage 3 "requires significant changes to ensure successful participation," and urged CMS to use the additional public comment period to further improve the program.

The College of Healthcare Information Management Executives (CHIME) said in a statement they were pleased with the CMS finalized modifications for the MU program and its agreement to extend the comment period on Stage 3. It said, "CHIME also applauds the agency for modifying requirements surrounding patient access to electronic records. The rule stipulates that for 2015 and 2016, one patient discharged from a hospital view, download or transmit their electronic record." The group also urged CMS to implement a hardship exemption for those unable to meet the 90-day reporting period.
Dr. John Halamka, chief information officer at Beth Isreal Deaconess Medical Center said in his blog, "CMS and ONC have incorporated many of the changes requested by professional organizations and expert commentators, which is a good thing."
A statement from the Healthcare Information and Management Systems Society noted, "HIMSS appreciates the continued efforts of CMS and ONC to simplify and provide flexibility for meeting the Meaningful Use program requirements. We support the confirmation of the 90-day reporting period for 2015."
